هجرة العقول السودانية بالتطبيق على أساتذة الجامعات والأطباء في الفترة من (2000- 2011م)
The objective of this study, was to know the phenomenon of the Sudanese migration abroad, especially that of the university’s academic staff and doctors, which had been aggravated in the last ten years. The aim is to know the causes behind such migration, its motions and the scientific and practical selections to same, for the treatment of the problem of the migration of the minds, aboard. The hypotheses of the study, were represented by that the migration of the trained employment, leads to the retreat of the economic development process, likewise, the increase of the administrative burdens, affects the efficiency of the performance of the university’s academic staff and increase in the number of patients, which there is a deficiency in the health level, in the increase of the rate of mortality and the weakness and delay of the payment and allocations, with the state, led to the increase of the migration of the brains, abroad. The study reached several result, the most important of which, arc that migration of the trained cadres, leads to the retreat of the economic development process, in the correctness of the hypotheses of the sample, as 97.7% agreed that the weakness and delay of the payments. From the Slate, leads to the migration of minds abroad. They can be early seen in the correctness of this hypothesis, where the number of migrations, as proved by the study, was 730 lectures and 2344 doctors (physicians). The study presented a number of recommendations, the most of which is that the permanents cooperation, with the migrated brims from Sudan, and not separating them from the national texture, on the pretext that they are irreversible losses which are difficult to retrieve. Also, such migrants may be involved, in the various process of decision- making according to their specification, in the fields of education, scientific research, the technological research and the economic research. There is, also, the proposal of specifications, according to the needs of each sector, with the provision of the sufficient funds, for covering the expenses of the research, laboratory work and paying lucrative grants and emoluments, to scientist, Researchers, creative persons and inventors.
