The sample study composes of 632 teachers and heads of departments in the schools of the Ministry of Education, State of Kuwait. A measurement tool is developed to identify the degree of administrative governance practiced by school principals. The survey consists of 114 items distributed on four domains; namely, professional characteristics of school principals, commitment to transparency, commitment to information revealing principle, and cooperation principle. Survey credibility and authenticity are verified. The findings show that the degree of administrative governance practice is high. Moreover, the findings show neither statistical differences pertaining gender, academic qualifications, administrative status, and experience nor variations pertaining the effect of school stage except for professional commitment and overall assessment, which are in favor of the secondary stage. Based on the findings of the study, the researcher recommends both adopting mechanisms to implement governance principles in the schools of the Ministry of Education apart from the traditional mechanisms, and working to consider educators' administrative governance practice as an evaluation and promotion tool.
