Present study dels with building a philosophy for professional education for educational system in Iraq and it consist of five sections. Section one dealt with educational problem that represented by needing to build vocational educational philosophy for educational system in Iraq and the importance of research is that researcher tried to show the importance of vocational education itself. When in its present time has become necessary for development of humanitarian societies and promoting them and meeting their needs ,and in the same time it is an urgent necessity to prepare the people and express their skills and experiences and develop their scientific and operational qualifications to meet market needs ,and it consequently will give them self –steem and a power to practice their job better and with this way they can share into the building of the society in active way in this level of history of Iraq that faces a lot of changes in different aspects of life .in addition to it the present study gets great importance because it tries to build vocational educational philosophy ,so the researchers showed the study's objectives that aims to build vocational educational philosophy for educational system in Iraq. And the study limited the education to its basics and the researcher used the historical, descriptive, analytical approach in his study. The second section consist of theoretical frame of the study and its divided into two sections. The first, the researcher dealt with aspect of the theory from the hand work concept in general way and the work in civilizations in philosophies and the work for Arab people before Islam and work in western philosophies and lately the researcher dealt with Christianity and jwishconcept for work. The second section dealt with previous studies that dealt with vocational educational subject. The third section consist of professional educational concept and the researcher tried to exhibit different execution about professional education concept due to the fact that it is a new subject. And this section also consist of programs patterns of professional education and professional educational development and professional education aspects. Also it dealt with the relationship between professional education and study books and the religious basics for professional education in Islam and vocational education in some other educational philosophies ,and lately the researcher dealt with vocational education in some Arabic and non-Arabic countries. in forth section the research dealt with three major subjects the first is the professional directing that consist of professional directing concept and its history and its relationship with professional choosing professional devices and also professional directing and its relationship to education. The second subject dealt with professional education concept in some Arabic and non-Arabic countries and also Iraq .and lately the research dealt with basic education subject that consist of basic education concept in some Arabic and non-Arabic countries and also in Iraq .the fifth section consist of numbers of subjects:suggested philosophies. Recommendations: the researcher gave some recommendations A:updating the present professional education study books that meets with scientific and technological development. B:teaching professional education in every levels of primary and secondary education. 2:suggestion: the researcher made some suggestions A:professional education study in Koran B: contrastive study for teaching professional education between Iraq and one of Arabic countries.
