The study aimed to identify the cultural and educational role provided by the school library through services and activities, as well as to identify the challenges that affect the effectiveness of the school library and its contribution to developing students’ culture. The study relied on the descriptive analytical approach, where a questionnaire was distributed to (400) male and female teachers in public education schools in Jahra education area. The results showed that the development activities provided by school libraries were at a high level, especially in encouraging the formation of “Friends of the Library” groups and organizing cultural competitions. The challenges facing the school library in achieving cultural development for students were also high, the most prominent challenges were weak equipment, lack of visits, and the budget Ltd. The results also showed that there are no statistically significant differences between the averages of the responses of study sample members regarding the developmental activities provided by school libraries, and the challenges that affect the effectiveness of school library due to the educational stage, while there are differences due to years of experience. The study recommended the need to improve equipment and expand the budgets of school libraries to enhance their cultural and educational role. (Published abstract)
