The descriptive correlational survey method was adopted to achieve the study objectives, and a questionnaire was developed as the study instrument and administered to 390 faculty members selected through stratified random sampling according to their respective colleges. The study yielded several key findings : 1) the arithmetic means were high for the responses of the study sample regarding leadership competency standards in the dimensions of personal competence and administrative competence, while the means for academic competence were of a moderate degree; 2) overall, the arithmetic means indicated a high degree in the responses of the study sample concerning the expected positive effects of applying leadership competency standards in achieving reengineering; 3) there were statistically significant differences between the arithmetic means of the study sample’s responses regarding leadership competency standards in all dimensions, attributed to the gender variable in favor of males, and to the job title variable in favor of higher academic ranks (Assistant Professor, Associate Professor, and Professor) compared to supporting academic staff; 4) there were statistically significant differences regarding the expected positive effects of applying leadership competency standards in achieving reengineering, attributed to the gender variable in favor of males, to the college type variable in favor of professional colleges over scientific ones, to the job title variable in favor of higher academic ranks (Assistant Professor, Associate Professor, and Professor) over supporting academic staff, and to the years of service variable in favor of those with 5–10 years of experience compared to those with more than 10–20 years; there was a strong, positive, and statistically significant correlation between leadership competency standards and the expected positive effects of applying these standards in achieving reengineering. In light of these results, the study proposed several important recommendations, including the need for Kuwait University to officially adopt leadership competency standards in the process of selecting candidates for leadership positions, to design continuous professional development programs aimed at enhancing the efficiency of university leaders in all dimensions of leadership competency, and to integrate the concept of reengineering within the strategies for developing university performance.
