The research aimed to identify the conceptual framework of human resource management practices and creative behavior in higher education institutions in the Kingdom of Saudi Arabia. It also aimed to identify the reality of activating human resource management practices in enhancing creative behavior in higher education institutions in the Kingdom of Saudi Arabia. The research used the descriptive analytical approach for its suitability to the nature of the research. The research also used the questionnaire as a tool for data analysis. The research sample was determined to be (358) leaders and faculty members at the aforementioned universities. The results showed a positive relationship between human resource management practices and enhancing creative behavior, as it was found that recruitment, training, development, and employee motivation policies play a major role in stimulating creativity and innovation. It also indicated the need to develop more flexible policies that are in line with modern challenges and enhance a work environment that encourages renewal and creative thinking. In light of these results, the research recommends the need to adopt more integrated strategies in human resource management, including enhancing continuous training, developing incentive systems, and creating a university environment that stimulates creativity, which contributes to achieving quality academic and administrative performance.
