The aim of this research is to develop the cognitive and performance aspects of web design skills among the students of the higher institute of commercial sciences for computer in information networks and security, and to measure the effect of using a learning style (competitive/ participatory) in a learning environment via the Web. The two- group experimental design, which is based on the application of research tools, was previously used. then perform the experimental treatment, then apply the research tools dimensionally. The experimental design included an independent variable, which is a learning style and has two types (competitive/ participatory), and the dependent variable included cognitive achievement and the performance level of web design skills. The main tools of the research were an achievement test and a product evaluation card. The research sample consisted of (60) male and female students by (30) students for the competitive group and (30) students for the participatory group from among the students at the institute, they were distributed into two groups. A group and the "t. test" test was used to conduct bilateral comparisons between the two groups, and the ETA square (2) to calculate the size of the effect of the learning environment with two patterns (competitive/ participatory) on the level of achievement, the level of performance of web design skills, and the level of product quality if there are statistically significant differences between two groups. The results showed that there was a statistically significant (difference at the level of significance (0.01) between the mean scores of the students of the competitive and participatory groups in terms of the quality of performance of a product related to programming websites among the students, and this difference is in favor of the participatory group.
