The study aimed to build a proposed strategy for developing human resources at Umm Al-Qura University in light of competency management. The study used the descriptive approach, and the study sample consisted of (330) male and female university employees. The study used the questionnaire as a tool for collecting information. The study concluded that employees at Umm Al-Qura University believe that the degree of availability of competency management processes for developing human resources at Umm Al-Qura University is low, and the study recommended adopting the proposed strategy for developing human resources at Umm Al-Qura University in light of competency management.
