The research aims at formulating a proposal for developing some of the illiterates’ writing skills in the light of the international standards for teaching writing skills. In order to achieve the dissertation, this thesis is divided into four parts as follows: 1) Setting the criteria of reading that suits the illiterate enrolled in literacy and adult learning programmes. 2) Envisaging the proposal in the light of the international standards: learning outcomes, content, teaching strategies and methodology, activates, teaching aids, and assessment. 3) Designing a writing achievement test to assess writing skills: composition, dictation, and handwriting, for the illiterate enrolled in literacy and adult learning programmes before and after teaching the formulated proposal. 4) Field – application of the research: 1) Choosing the search group. 2) Pre-application of the research tools: the writing achievement test. 3) Teaching the formulated proposal. 4) Post – application of the research tools, mentioned above. The statistical processing of the data, reaching conclusions and marking recommendation and suggestions: Research outcomes: 1) There is a statistically significant difference between the average marks of the search group results, of those who sat the writing achievement test, in favour of the post – application results. Therefore, the research clearly indicates the research aims at formulating a proposal for developing some of the illiterates’ writing skills in the light of the international standards for teaching writing skills.
