The study aims to recognize the degree to which human resources management development requirements are met to promote a culture of innovation and entrepreneurship in Saudi universities in light of the Kingdom's Vision 2030 at Prince Sattam bin Abdulaziz University in Saudi Arabia; In order to improve the university environment that stimulates innovation and entrepreneurship in line with the Kingdom's Vision 2030, the researcher used the survey descriptive methodology and relied on the questionnaire as a data-gathering tool, the research population represented by all deans of colleges, heads of academic departments and heads of departments at Prince Setham bin Abdulaziz University. (172) Leaders, the study found that the degree of reality of human resources management development to promote a culture of innovation and entrepreneurship was medium, and the overall degree of human resources management development requirements was medium.
