تصور مقترح لحوكمة الأنشطة اللاصفية بمدارس التعليم العام بالمملكة العربية السعودية في ضوء التجارب العالمية
This study aimed to identify the current status of governance for extracurricular activities in public schools in the Kingdom of Saudi Arabia and develop a proposed framework for governance based on international experiences. The study used a descriptive documentary methodology, employing content analysis as a qualitative tool. It analyzed 23 official documents from five reference countries, following an inductive approach (Al-Asaf, 2012). This facilitated result comparison and drawing conclusions on policies, regulations, student participation mechanisms, and funding controls in extracurricular activities. The study found that the Kingdom of Saudi Arabia aligns with international practices in public schools regarding: providing an organizational guide for extracurricular activities, defining the responsibilities of supervisors of extracurricular activities, offering such activities in both morning and evening periods, financing and supporting extracurricular activities through partnerships with the private sector, and granting school principals the authority to enter agreements with the private sector. However, there are no specific criteria for selecting potential participants from the private sector to implement extracurricular activities in the Kingdom. Additionally, there is a gap between the Kingdom and international practices in diversifying methods and strategies to motivate students' participation in extracurricular activities, utilizing media to promote extracurricular activities and distinguished schools, and linking participation in extracurricular activities to university admissions. The study concludes by proposing a framework for developing policies and regulations governing extracurricular activities in public schools in the Kingdom of Saudi Arabia, based on international experiences. Additionally, procedural guidelines for their governance are suggested. (Published abstract)
