The study aimed to identify the reality of achieving sustainable professional development of 1st phase Basic Education teachers. The study used the descriptive approach. The questionnaire was used as an instrument for data collection. The sample consisted of (771) including supervisors, managers, training responsible and teachers of 1st phase basic education. The study reached several results. The most important ones are as follows: There are many obstacles in activating professional development, including; the difficulty of achieving its goals during the (Covid-19) pandemic, the absence of a long-term training plan, the lack of interest to managing intellectual capital when planning professional development programs, professional development programs neglects the actual training needs of teachers, the inadequacy of programs therapeutic training, distance rehabilitation programs, high job burdens for teachers, less supportive financials and moral incentives, less follow-up and evaluation programs for the development of the performance of teachers of the first cycle of basic education. The study ended with sustainable professional development of 1st phase Basic Education teachers in light of intellectual capital management approach. The study concluded: Restructuring the training, measurement and quality unit and renaming it the sustainable professional development unit for teachers and linking it to the professional academy for teachers, paying attention to equip training rooms with the internet, and modern technological techniques, reducing job burdens and paying attention to feedback, increasing financial and moral incentives that support professional development for teachers, building a database on the experiences of teachers in training courses.
