The study aimed to identify the extent of the ability of mutual leadership in achieving organizational development in public secondary schools and to reveal the extent of achievement and excellence that Public schools reach when achieved through mutual leadership and to put clear and acceptable steps to achieve organizational development and to identify the reasons that impede the achievement of development organizational development, as well as the development of school workers professionally to carry out the burdens of their jobs, and develop their performance, in a way that leads to achieving the desired goals, and this is related to participation in decision-making, collective and cooperative work, communication, training, and the development of administrative skills in the school, which contributes to overcoming their problems, and achieving The goals of the school and the educational system as a whole. To achieve this goal, the researcher relied on the descriptive approach, and the study reached several proposed procedures, which are setting a comprehensive framework for programs and fields that contribute to achieving organizational development, identifying all appropriate means and methods that help implement programs to achieve organizational development, and developing mechanisms to confront obstacles Implementation that may face the implementation of organizational development programs, identify the necessary ingredients for the success of the programs to achieve organizational development and clarify the importance and advantages of moving from the current situation to achieving organizational development that leads to excellence and competitiveness.
