The aim of this research was to develop a digital learning module to develop decision-making skills in the field of business administration among students of commercial secondary schools. To achieve this goal, the researchers adopted an advanced research methodology that combines the use of the design and developmental research approach and semi-experimental research, followed by the application of qualitative research methods. According to this methodology, the digital learning module design process has gone through three phases: The first phase involved the analysis of educational needs to develop administrative decision-making skills in business field, the analysis of technological needs and the standards needed to design and deliver this module through e-learning systems. In the second phase, the researchers designed the digital module to determine the learning outcomes, delivery and assessment strategies, and the requirements of uploading this module through the MOODLE as a learning and content management system (LCMS). In the third stage, the researchers exposed this module to the test and review by experts and specialists in the field of research. In order to ensure the effectiveness of this module in achieving the targeted learning outcomes, it was initially piloted on purposeful sample consisted of 15 male and female students in commercial secondary school. The initial testing and piloting of this module and the qualitative assessment of participants' performance resulted in a significant improvement in the growth of business decision-making skills, with the vast majority (12 participants, 80%) achieved and mastered a level that exceeds 90%. The results of experimentation and statistical analysis of the performance of the participants showed that there are statistically significant differences between the pre and post performance of the participants in the knowledge and skills test associated with administrative decision making in the field of business. This indicates that the digital learning module has a direct impact on achieving the desired learning outcomes. Based on this result and the explanation provided, the research recommended that the design, development, and delivery of digital programs, curricula and modules through digital learning systems be expanded and made available to all commercial secondary school students. The research also recommended taking into account the diversity in the use of qualitative tools to assess the performance of the learner and make use of the electronic tools provided by digital and learning management systems.
