The study aimed to Identify the theoretical foundations of the Open Education System. Identify the experiences of some countries in application of the Open Education System. Identify the degree of importance of requirements of application of Open Education System at Tabuk University in the light of international experiences by the study sample. The study used a descriptive survey approach. Community of the study represents teaching staff (academics, academics administrators) at Tabuk University and its branches in (Taima ,Hagel , Omlej , Duba , Al-Wajh) and totaling 466 faculty member ,number of the random sample was 211 of teaching staff representing the proportion of 45.3% of the study community. The most important findings of the study: There is an agreement in the responses of the members of study sample in their appreciation of the degree of importance of requirements of application of Open Education System at Tabuk University , in high degree of importance on total average (2.51), and the standard deviation (0.37).
