This research aimed to develop some of the skills of developing e-learning environments among graduate students (special diploma level II) at the College of Education using a smart learning environment based on experiential learning, and the research sample included (12) male and female graduate students (special diploma level II) at the College of Education, and the research tools were used represented in an achievement test to measure the cognitive aspect of some skills for developing e-learning environments and a note card to measure the performance aspect and a card to determine the level of production students to develop some e-learning environments. The research used the descriptive analytical approach: to prepare the theoretical framework and analyze previous research and studies related to the subject of the research, as well as describe and build tools, analyze and interpret the results, and the semiexperimental design approach: in order to measure the impact of the smart learning environment based on experiential learning to develop some of the skills of developing participatory learning environments for students of studies Higher (special diploma, second level) in the College of Education and the results of the research found that there are statistically significant differences at the level of (0.05) between the averages of the scores of the experimental group students, which studied the skills of developing participatory learning environments in the achievement test in favor of the post-application, and there are statistically significant differences at the level of (0.05) between the averages of the scores of the experimental group students, which studied the skills of developing participatory learning environments in measuring the performance aspect in favor of the post-application.
