The aim of the research is to identify the role of a program based on procedural research in developing language skills for new Arabic language teachers at the primary stage in the State of Kuwait. The application of the observation card to a sample of new Arabi a program based on c language teachers, consisting of (10) teachers, with the aim of calculating the stability of the card, which came with a score of (0.739) using Cooper's equation, where the observation was made for one time, and in light of the theoretical framework and previous studies, and the list of language skills, and the researcher prepared the achievement test of language skills (Arabic grammar - literary criticism, rhetoric and application - reading, literature and texts) in the light of the theoretical framework and previous studies, then building the proposed program to develop some language skills for new Arabic language teachers and applying it to the experimental group consisting of (65) teachers, and the research concluded that there are statistically significant differences between the mean scores of the new Arabic language teachers (the experimental group) who used the procedural research, in the two applications. Before and after the language skills observation card in favor of the post application, and the use of action research is characterized by an appropriate degree of effectiveness for developing language skills for new Arabic language teachers, and in light of the research results, which showed the positive impact of using action research in developing language skills for new Arabic language teachers, the researcher It is recommended to hold workshops for new Arabic language teachers to emphasize the use of action research and to clarify its importance in education, and to develop language skills development programs for new Arabic language teachers to include conducting procedural research in teacher preparation.
