The development of education within public education schools in Kuwait requires the application of a comprehensive evaluation system to ensure the quality of the educational process and its outputs, and then the research aims to develop a proposed vision for the development of the evaluation system of public education schools in the State of Kuwait in the light of Finland’s experience. The research follows the descriptive approach by describing and an analysis of the evaluation system of Public Education Schools in both Kuwait and Finland. The research reaches a set of results, the most important of which are: the excellence of the Finnish model in the field of educational evaluation, and in contrast, the failure of Kuwaiti efforts to implement an effective evaluation system to identify the feasibility of the educational process in Kuwait and its ability to achieve the desired educational goals. Hence, the research reaches a proposed vision based on Finland's experience in developing the evaluation system of public education schools in the State of Kuwait. It can be said that the development of the evaluation system for public education schools in the State of Kuwait should constitute an essential dimension of any strategy aimed at achieving school reform, given the importance of the role that evaluation plays in identifying the extent to which the school and the educational system as a whole achieve the previously defined educational goals. Therefore, Kuwait must seek to adopt the evaluation system in Finland, and work to apply it to all educational schools in an attempt to achieve the best expected results from the Kuwaiti school evaluation system.
