The aim of the research is to reach the most important procedural proposals to establish the professionalism of leadership training to establish a culture of institutional creativity in middle schools in Kuwait. The research followed the descriptive method. The research presented many proposals: providing an organizational framework to build the creative capabilities of employees by paying attention to the school's long- and short-term plans, spreading the culture of institutional creativity through conferences, seminars and meetings in which administrative leaders participate. The research emphasized the importance of training managers during the service to raise the level of their culture and enrich their administrative information through the following mechanisms: Training programs based on diversity and competency-based programs, the preparation of a professional guide for managers, the existence of a well-defined training plan to train managers to raise the level of their administrative creativity. The research also emphasized the need for continuous review to evaluate training programs and reformulate them to keep pace with knowledge developments. This is achieved through some mechanisms, including: providing training courses for candidates to hold leadership positions in the school, providing training programs to develop the creative abilities of employees, examining the training programs offered to ensure that the objectives fit the specific needs of the trainees, equipping the appropriate halls in terms of training aids, materials and papers, and that the halls be well ventilated and lit, away from noise and distractions.
