The research aims to develop a set of proposed procedures that contribute to achieving the requirements of applying network leadership as an entry point to establish a culture of organizational affiliation at Kuwait University, and the current research used the descriptive approach, and the current research reached many results, the most important of which are: that the network leadership approach plays an important role in establishing. The culture of organizational affiliation in universities, it also provides frameworks for the professional construction of alliances and professional partnerships internally and externally, as well as building a professional system for checking knowledge and organizational information at all levels, with an interest in generating knowledge and ideas by uncovering administrative and academic talents at the level of the institution itself. The research suggested many proposals, the most important of which are: relying on experienced people when formulating strategic goals, and holding many workshops between university leaders and the teaching and administrative bodies to strengthen the professional relationship between them, and to deal professionally with workers' proposals about organizational development, and the participation of teaching and administrative bodies in Set strategic goals for the university, and holding meetings to educate employees about these goals, define the responsibility of each individual in achieving them, and develop professional dialogue and collective discussion between the university administration and all university bodies under the umbrella of administrative transparency, and the university's higher management authorizes some of the faculty members as well as the teachers' administrators to make some strategic decisions for the university.
