This study aims to highlight the transformation that changed the traditional course of the university, which did not previously show interest in the availability of a real partnership between it and the production institutions, i.e. the isolation of the university with all its activities from society in terms of teaching, scientific research and community service, as many research projects conducted by universities did not come into effect and therefore there was no role for the university in leading and developing society, and this indicates the absence of policy and clear objectives that regulate the university's work with the sector. Public and private and achieving partnership with production institutions This is what prompted us to highlight the fundamental shift in the vision of higher education institutions (the university) and their orientations as academic centers that produce and transmit knowledge, by tightening the link between the university's plans and economic and social development plans, especially with regard to what was stated in Resolution 1275 of September 27, 2022, specifying the modalities for preparing a draft graduation note to obtain a university degree - an emerging institution by students of higher education institutions and embodying the spirit of The initiative they have in business management and the establishment of companies and contracting based on innovation to create wealth and jobs, has been adopted descriptive analytical approach to highlight the data and analysis in line with the subject of the study and among the findings of the study of the need to link the university with its economic and social environment and develop the spirit of entrepreneurship among students in a way that contributes to their involvement in the development path of the country.
