This research aims to determine the relationship between spending efficiency and the quality of education in primary schools in the Balsamer region. As well as to reveal the need for efficient financial spending in certain primary schools for girls. To identify the most prominent issues and how to achieve spending efficiency, the researcher employed the descriptive analytical approach by applying a questionnaire of (23) items. The researcher analyzed the data and reached a number of results: (62.56%), and a total score for the second axis for the quality of education with a relative weight of (65.66%). The results confirmed the effect of spending on education that is reflected in the quality of learning. In light of the results, the researcher developed a set of recommendations and procedures entitled (Proposed Concept) to rationalize spending on education and increase its efficiency in order to improve the quality of learning in primary schools.
