The research aims to develop the skills of reading aloud and the social values of the students of the second grade of primary school using a program based on the picture story. Therefore, the educational tools and materials: a list of the skills of reading aloud, a note card for the skills of reading aloud, a measure of social values, and a program based on the picture story. Elementary, and Ali bin Abi Talib Elementary. They were divided into two groups: 35 students represented the experimental group, and 35 students represented the control group. The research found the effectiveness of the program based on the picture story in developing the skills of reading aloud and social values among primary school students. The research concluded by presenting recommendations and proposals. (Published abstract)
