The aim of the research was through the two prescriptive and experimental methodologies and the development of research tools and teaching materials, which were to identify the speaking skills to be developed by Indonesian students at the junior level as well as a test of speaking skills in light of the skills identified, With the preparation of a note card to measure those speaking skills, as well as the preparation of a teacher's manual and a pamphlet for training, To develop a proposed strategy based on linguistic interfaces and error analysis; To develop the speaking skills of Indonesian students at the junior level. After applying the strategy to the research group, the research found the effectiveness of the proposed strategy. The research recommended that the teaching of speaking skills be confirmed intentionally and systematically, and that non-Arabic-speaking Indonesian junior students be directed to apply these skills, as well as instructing teachers to introduce the principle of diversity in Arabic teaching strategies and methods as a second language; This is to make students more motivated during learning.
