The aim of this analysis is to demonstrate the education competencies of online learning among slow learners by surveying 6 parts (technological culture, planning and designing learning towards online learning, and the use of educational multimedia, computer leadership, time management, motivation skill, assessment and evaluation skills). They represent the necessary education competencies for slow learning teachers who are combined with general education, in order to move them from traditional direct education to online education. The tool was designed electronically for teachers of slow learning in six educational districts. The sample of the study amounted to 292 male and female teachers in the primary and intermediate levels. The research results indicate that education competencies of online learning came generally at an average level in favor of online education, and that there are no statistically significant differences, according to the 3 research variables represented in teaching slow learning classes, e-training, and different educational stages.
