The research aims to reveal student’s religious concepts of a child's religious concepts, identify and define suitable play elements for early childhood, design an innovative educational program that relies on a play-based strategy to teach first-grade students 'religious concepts, and present the final proposal for this program. The descriptive analytical method was adopted in the research by reviewing literature related to religious concepts in early childhood and teaching Islamic studies in Saudi Arabia, and reviewing literatures related to the play-based strategy. As a result, a list of play elements suitable for first-grade students and early childhood in general was prepared, as well as Developing an educational program based on Playing strategy. The researcher recommended preparing programs and educational packages for Islamic education course and other courses, training teachers to use the play-based strategy, focusing on modern techniques in teaching religious concepts, benefiting from the list of play elements suitable for the first grade, focusing on the professional development of elementary school teachers, and benefiting from this educational program, developing it and expanding its use.
