This study aimed to find out the reason for the low academic achievement in mathematics among students in the basic (preparatory) stage from the point of view of mathematics teachers and educational supervisors in the city of Benghazi. The researchers used the descriptive approach, and the study sample consisted of (133) teachers and (31) educational supervisors of mathematics for the basic (preparatory) education stage in the city of Benghazi. The results of the study showed that the 467 teachers’ responses indicated a medium level for the curriculum factor, while the educational supervisors’ responses indicated a low level for this factor. Teachers' responses indicated a high level of the teacher-student factor, which is the same as the educational supervisor's responses to this factor. In these results, the researchers recommended several recommendations, the most important of which are: The teacher must be prepared and trained professionally, and the teacher must be helped to learn modern teaching methods by providing training courses by specialists, reviewing the curricula in terms of the abundance of mathematical concepts, and working to reduce them so that they fit the timetable for the academic year.
