The study aimed to investigate the extent of implementation of total quality management (TQM) by school principals in the education directorate of the first Zarqa and its relationship with the level of creative leadership from the perspective of teachers, as well as to determine if there are statistically significant differences between the means of responses of study sample individuals on the study instrument, attributed to variables (gender, teaching experience, and educational qualification). To achieve the study objectives, a descriptive correlational approach was adopted, and the sample was selected using simple random sampling, with 369 individuals representing 10% of the study population. A questionnaire was used: the first tool to identify the extent of TQM implementation by school principals, consisting of 33. The second tool aimed to assess the level of creative leadership, consisting of 31 items. The results of the study indicated that the degree of TQM implementation by school principals as a whole and in all areas was high. Moreover, statistically significant differences were found between the responses of the study sample individuals, attributed to variables of teaching experience and educational qualification. Additionally, the results showed that the level of creative leadership among school principals was high. There were no statistically significant differences between the responses of the study sample individuals for the level of creative leadership based on gender, teaching experience, and educational qualification variables. Furthermore, the results indicated a positive, significant, and statistically significant relationship between all areas of TQM implementation and the level of creative leadership. In light of the study results, the study recommended presenting an annual award for the best creative leader and for the best school implementing TQM standards, as well as providing training courses for school principals to enhance their ability to conduct training sessions for teachers regarding creative leadership.
