This study aimed to identify the reality of using the Noor system in managing middle and secondary schools in the eastern region from the point of view of principals and principals, and to identify the obstacles (administrative, human, and technical) that face the application of the electronic Noor system in their schools. To achieve the objectives of the study, the survey method was used. Descriptive, where the researchers designed a questionnaire consisting of two main axes, the first: the reality of using the Noor system, and the second: the obstacles facing the application of the Noor system (administrative, human, and technical). The study population consisted of all principals and principals in middle and secondary schools affiliated to the department of education in the eastern region (boys), who numbered (383) principals and (472) agents. The data were processed statistically by the program (spss). The study revealed a number of results, including: 1) The use of the Noor electronic system in the management of middle and secondary schools in the eastern region came with a (high) degree of practice from the point of view of school principals and agents. 2) The obstacles facing the application of the Noor electronic system in the middle and secondary schools in the eastern region came to a (high) degree from the point of view of school principals and their agents. In light of these results, the study presented a number of recommendations, including: improving the reality of using the Noor electronic system in the management of middle and secondary schools, and overcoming administrative obstacles by providing the Noor electronic system with all forms and guiding evidence that school employees need in developing school work. The study also recommended overcoming human constraints by paying attention to providing specialized cadres, building training programs for users of the Noor electronic system, and overcoming technical constraints by providing the appropriate environment for electronic work within schools.
