The purpose of this study was to identify the essential standards for developing interactive books and the identity of digital reading skills for the primary stage. The research sample consisted of specialized arbitrators in the fields of educational technology, Arabic language curriculums, teaching methods, and Arabic language and literature. In this research, the researchers used the descriptive approach to study and analyze criteria for developing TNT interactive e-books and digital reading skills in the Arabic language. The result of the research leads to a final list of the main criteria for developing the interactive book, consisting of 11 criteria and 107 indicators. Also, a list of digital reading skills in Arabic is provided, with each main skill including a set of sub-skills and performance indicators.
