International and Comparative education programs at universities play a fundamental role in spreading and developing the specialization, preparing the academic specialists and professionals working in this field and related fields, in addition to providing visions and consultations to policy makers and stakeholders; Through its professors (authorship and scientific research), courses, activities and services. The current research therefore seeks to propose a set of procedures to develop the international and comparative education programs at the Faculty of Education, Ain Shams University in the light of Teachers College’s experience at Columbia University, and in accordance with the college, university, and higher education regulations on the one hand, and the reality of Egyptian Society and its cultural coherence; which enables the international and comparative education programs to maintain their pioneer ship in Egypt and the Arab countries on the other hand. For this purpose, the current research used the comparative Approach, the PEST Analysis, and the focus group Technique. (Published abstract)
