The study aimed to identify the administrative empowerment obstacles in secondary schools in Hebron Governorate from the point of view of secondary school principals. The study depends on a (descriptive methodology) with a questionnaire tool to obtain primary data; the sample was selected using a simple random sampling method, which included (130) individuals, while only (99) individuals were valid for analysis. The results of the quantitative data analysis showed that all dimensions of administrative empowerment (decision-making, delegation, incentives, creative behavior, professional and administrative growth) were at medium degrees. Furthermore, the results showed that there were no statistically significant differences in the average dimensions of administrative empowerment for secondary school principals attributable to secondary school principals for demographic variables (gender, degree, and work experience). The study recommended further introducing the concept of administrative empowerment within training courses and workshops conducted by the Ministry of Education and its affiliated directorates. Enhancing the active participation of secondary school principals in making and implementing decisions related to the Ministry of Education, in addition to linking creativity and excellence to a more effective incentive system, and finally controlling the delegation process has mechanisms that have a formal and systematic nature.
