This study aimed to identify the positive emotionally arousing management practices among the staff of the Palestinian Ministry of Education and to put a suggested recommendation for its development. It also aimed at identifying the nature of the differences in their overall response averages to identify the reality of the emotionally arousing management practices attributable to variables (gender, scientific qualification, years of experience, job title, workplace). To achieve the study's objectives, the mixed method (Quantitative and Qualitative) was used through two tools, a questionnaire to identify emotional management practices that included four areas (organization, communication, performance evaluation, motivation), it was distributed to the sample that was selected in the stratified random method; 300 administrative employees of the Ministry of Education and Northern Directorates. After confirmation of the validation of the instrument (validity of the arbitrators, validity of internal consistency), the reliability of the questionnaire was also checked through (the Alpha Cronbach factor and the half segmentation), and statistical processing was carried out using the SPSS. The second instrument was an individual interview with six Ministry of Education officials, they are the Policy Committee and decision makers; To discuss the results of the questionnaire, and to collect comments to operationalize the positive emotional-arousing administrative practices in the mentioned proposal. The study concluded several results, the most important of which: all the averages of all the fields and the overall grade came with a medium verification score, and didn’t achieve the hypothetical level (80%) as an acceptable level of minimum availability of the areas. The results also showed that there were statistically significant differences at the indicative level (α≤.05) between the average responses of sample to the scientific qualification to identify emotional management practices attributable to the gender and to the male interest, and The scientific qualification variable in communication was in favour of BA holders, the workplace variable for directorates, and the job title variable in motivation for managerial and performance positions, while the results didn’t show statistical differences on the overall degree in the questionnaire of emotional management practices attributable to the years of experience. The results of the interview emphasized (100%) consensus among the participants on the importance of observance of the social and psychosocial needs of the employees, it also emphasized on the importance of structured rotation as a basis in the administrative process, the importance of the administrators adopting an open-door policy, and the need to modify and develop the performance evaluation forms used in MOE and Public Employees' Office. The results also indicated an agreement of (83%) on gender discrimination and the lack of activation of the Ministry's recreational programs. The results also emphasised that the most important positive practices to activate the staff's emotions were the encouragement of thoughtful leadership, fair professional evaluation, justice with employees, and understanding for social conditions. The study concluded some recommendations, the most important of which were: the need to adopt the vision proposed by the relevant authorities, particularly the Ministry of Education and the Public Employees' Office, and to distribute it to Palestinian Government ministries; To improve management officials' practices in activating and arousing positive emotions, The need for MOE to pay attention to developing officials' awareness of the importance of arousing positive emotions among staff, and the importance of its role in improving and upgrading performance, through a greater focus on areas of (organization, communication, performance evaluation, motivation, and action to reduce anxiety resulting from negative management practices, by following strategies that achieve mental health for staff and arouse positive emotions such as happiness and satisfaction Through: justice, cooperation, transparency, teamwork, exchange of experiences,... etc.).
