The current study sought to try to overcome the obstacles facing the University of Menoufia to implement electronic governance by reviewing the concept of university governance, its importance, objectives and requirements for its application, as well as the concept and importance of electronic governance for universities, and reviewing the obstacles to applying electronic governance from the point of view of academic leaders at Menoufia University and ways to overcome them. To achieve its goals, the study used the descriptive approach procedures, using the questionnaire that was prepared, codified and applied to a sample of academic leaders at Menoufia University, to identify the obstacles facing the application of electronic governance and ways to overcome them.) at Menoufia University, which amounted to (153), representing (53%) of the original community of academic leaders at Menoufia University, which numbered (286) in the academic year (2020-2021 AD). The study concluded that the obstacles are widely available. As the degree of approval of the sample members of the leaders on the questionnaire as a whole was to a large degree, as the arithmetic average of the responses of the study sample members reached (2.40) about the questionnaire as a whole, which is an average that falls within the first category of the Triple Cardt scale (2.34-3), which is the category that refers to The large response, which indicates that the sample members unanimously agree that there are obstacles that prevent the academic leaders from applying e-governance at Menoufia University.
