This study aimed to monitor the reality of the mental measurement movement in the State of Kuwait, through investigation, extrapolation, analysis and criticism of all that the Ministry of Education has done, represented in the Department of Psychological and Social Service in terms of legalizing psychological tests and tests. Published measures in the field of mental capacity (intelligence). Where the results of the study reached monitoring a list containing (15) tests and a scale of general intelligence, covering age groups from 3 to 23 years, distributed over educational stages (kindergarten, primary, intermediate, secondary, and university), and from here the researcher determined the date The actual appearance of the official and start of the mental measurement movement in the State of Kuwait, which was in 1968 with the first legalization of the human drawing test, The study was also able to determine the chronological age of the movement, which is estimated at about fifty years, resulting in thirty legalization operations, with an average time period of 18 years for the re-legalization process. Non-verbal tests came in first place with a number (7), accounting for 46.67%, followed by joint tests (verbal and non-verbal) with a number (6), representing 40%, while verbal tests came in the last with a number (2), and accounting for 13.3%. The results of the study also reached the most important difficulties facing the Psychological and Social Service Department in its work, including (severe shortage of qualified cadres of researchers, psychologists, and educators of both sexes, especially the male category, the displacement of citizens from qualified cadres of researchers, psychologists, and educators of both sexes from working in the administration and their transfer to other bodies. This is due to the weakness of the financial cadre assigned to them, the lack of specialized cadres in educational and psychological measurement, evaluation, statistics and translation, the absence of an official means of transportation for the administration in field application operations, the absence of a cooperation protocol in research areas between the Ministry of Education and Kuwait University, the central library, the weakness of training programs Specialization in educational and psychological measurement and evaluation, scientific research methodology, and statistics. The study concluded with a set of recommendations, the most important of which is the necessity of establishing an independent governmental body for educational and psychological assessment and evaluation to assume responsibility for restructuring and evaluating the psychological and educational measurement system in the State of Kuwait.
