The current research aimed to identify how to benefit from the American experience and the German experience in the field of professional development for teachers and educational leaders in the State of Kuwait at the present time, by examining the theoretical foundations for professional development for teachers and educational leaders, and revealing the scientific content of the American experience in the field of professional development for teachers. And educational leaders, and revealing the scientific content of the German experience in the field of professional development for teachers and educational leaders? As well as identifying the similarities and differences between the American experience and the German experience in the field of professional development for teachers and educational leaders, and identifying the most important lessons learned from the American and German experience in the field of professional development for teachers and educational leaders in the State of Kuwait. Or analysis, debate or comparison in addition to prediction, and this is commensurate with the scientific vocabulary of the research, and one of its most prominent results was that the professional development of the teacher and educational leader in the State of Kuwait needs the participation of all concerned institutions, whether governmental or private, in addition to that it needs to root its policies in all stages educational standards while defining professional standards and ensuring their application on the ground.
