This study aims to identify the degree of effectiveness of human resources management among UNRWA school principals in Gaza governorates and its relationship with teachers' performance level in light of the following study variables (gender, academic qualification, years of service). To achieve the study aims, the researcher used the descriptive analytical method. The researcher designed two questionnaires: the first one is to measure the degree of practicing the effectiveness of human resources management by UNRWA schools principals in Gaza governorates from teachers' viewpoint consisting of three domains. The second one is to measure teachers' performance level from their principals' viewpoint. The study reached several results, the most important of which are: 1) The degree of effectiveness of human resources management at UNRWA schools in Gaza governorates is high with a relative weight of (83.40%). 2) There are no statistically significant differences at significance level (a0.05) between the mean scores of the sample for the effectiveness of the human resources management attributable to (scientific qualification) variable. However, there are differences in teachers' performance level attributable to the same variable in favor of first university degree holders. There are also differences attributable to gender variable in favor of males and differences attributable to (years of service) variable in favor of teachers who served ten years or more. 3) There is a strong positive correlation at significance level of (a0.05) between the mean scores of the sample concerning the effectiveness of human resources management and the sample estimation of their teachers' performance equals to (0.722). The main recommendations of the study are: 1) It is important to activate human resources management among school principals by providing them with courses and workshops that lead to improving teachers' performance and achieving the desired goals. 2) It is also necessary to provide a motivating and encouraging environment as well as comfortable psychological surroundings for teachers to help in improving their performance level.
