Due to the recent emergence of the University of Al-Arish in the year 2016, the university has not developed an approved strategic plan yet, and therefore the human resources in it have not been organized. Therefore, this research aims to identify the most important theoretical principles of the strategic planning process, clarify ways for university institutions to benefit from its use, and identify the ruling relationship Between strategic planning and building university human resources, to finally draw a proposed applied model for using strategic planning in building human resources at the University of Al-Arish. To be a practical basis for developing the university's five-year plan. (Published abstract)
