The study aimed to know the level of educational competencies for teachers based on teaching students with slow learning in regular classes from their point of view in the State of Kuwait. The study also seeks to reveal the training needs of teachers to deal effectively with students of different abilities and capabilities. The scale of educational competencies and training needs of teachers was developed as a basic means of data collection on a sample of 300 teachers for slow-learning students in public and private schools in the State of Kuwait. The results of the study generally showed that the educational competencies that ordinary teachers possess to deal with students with slow learning from their point of view came at the intermediate level, and the results showed that all dimensions came at the intermediate level, and came at the first level the teaching process, and came in the last rank management Classroom behavior management for individuals.
