This study aims to prepare a scale to estimate the cognitive concepts of the deaf and to verify its validity and consistency and extract its criteria. To achieve this goal, the researchers have prepared a scale that contains performance tasks, the scale of cognitive concepts in its final form consists of (64) test items distributed on (5) axes of the concepts that suitable with the deaf as follows; the first axis is the concept of similarity and difference (15) singular, the second axis is the concept of classification (8) vocabulary, the third axis is the concept of relationships (24) single, the fourth axis is the concept of assimilation of images (9) vocabulary, the fifth axis the concept of distinction. To verify the validity and consistency of the scale, the researchers applied it to a sample of (100) pupils (male/female) from the deaf schools, their ages ranged between (8-10) years, and the results of the study indicated that the scale of cognitive concepts of the deaf has a high degree of validity and consistency, and therefore it is valid for use with a high degree of confidence.
