The current research aims to assess the effect of readability through using the phonemic method on developing reading and writing skills for primary school pupils. The research group consisted of (50) male and female pupils. The research utilized the semi-experimental approach of the one group design with the two measurements. An inventory of the required reading and writing skills for primary school pupils was prepared. In light of reading and writing skills, the training readability program was designed using the phonemic method and developing two research tools: an achievement test to measure the cognitive aspect of reading and writing skills, and an observation sheet for observing reading pronunciation performance. The research tools were applied to the research group, and results showed that there is a statistically significant difference between the mean scores of the research sample in the pre and post applications in favor of the post application. This confirms the effect of the training readability program using the phonemic method in developing the reading and writing skills of primary school students. The recommendations of the research emphasized the necessity of applying the training program using the phonemic method in the preparatory stage. (Published abstract)
