The aim of this research is to investigate the extent to which the teacher preparation program at the College of Education at Kuwait University and the College of Basic Education fulfills the requirements of total quality management (TQM) throughout preparing and training teachers from the viewpoint of teaching staff. And it defines the effect of the studied independent variables (gender, years of educational experience and educational institution) on the extent to which the teacher preparation program at the College of Education at Kuwait University and the College of Basic Education has achieved the requirements of total quality management (TQM) in preparing and training teachers from the point of view of teaching staff. The research sample consisted of 201 of teaching staff members, while the original community consisted of all faculty teaching staff members in the College of Education at Kuwait University and the College of Basic Education, which numbered 345 in the period in which the research was conducted, and the sample representation was 60.8 from the original research community. The researcher used the descriptive analytical approach, and the research tool was represented by a questionnaire that was subjected to tests of validity and reliability before its application, and it included the axes of admission policy, academic courses, students’ knowledge level, teaching methods, practical education, management of available resources, facilities and software. After processing the data using appropriate statistical methods, the axis of admission policy, the degree of mastery of students, the management of available resources, and the axis of facilities and services are at a medium degree according to the test adopted in the research, while the results of the axis of qualification of faculty members came to a large degree, and no statistically significant differences appeared according to the research variables. In light of the results, the researcher presented some suggestions that could contribute to achieving the goals of total quality in preparing the teacher. (Published abstract)
