The research aimed at developing creative reading skills and raising the level of self-reading competence for first grade secondary students by preparing a program based on the collaborative strategic reading approach. To achieve this aim, a list of creative reading skills was preparedwhich are suitable for first grade secondary students, a test for creative reading skills, and a measure of self-reading competence. She also prepared the educational materials of the program which are the collaborative strategic reading approach, and the teacher's guide to the implementation of the program. The research was applied on (66) pupils of first grade secondary students who were divided into two groups; an experimental group consisting of 33 students who study using the traditional way and a control group consisting of 33 students who study using the current research program. The results of the research reached the effectiveness of the program based on the collaborative strategic reading approach in developing creative reading skills and raising the self-reading competence of the research sample, and the researcher presented at the end of the research a set of recommendations and proposals related to the results of the research.
