The study aims to present some of the proposed procedures for developing the partnership between the public and private sectors in preuniversity education in Egypt, because the partnership between the public and private sectors in pre-university education plays a fundamental role in helping contemporary societies to achieve equality and equal educational and social opportunities. And that was through a comparison between Britain and France in the field of partnership between the public and private sectors in preuniversity education, and a presentation of the experiences of some countries that followed those two experiences. Its philosophy, objectives, importance, and patterns, followed by a comparison between Britain and France in the field of partnership between the public and private sectors in pre-university education, and how these two experiences are applied in a number of countries of the world, and through the study finding data extracted from the comparison of those experiences. A set of study results have been reached and some proposed measures aimed at developing the partnership between the public and private sectors in pre-university education in Egypt to strive towards achieving Egypt’s 2030 vision, in a manner that is commensurate with the conditions of Egyptian society.
