رؤية مقترحة لمواجهة التحديات التي تواجه مجانية التعليم في مصر
The present study is an attempt to highlight the main challenges to free education in the Egyptian society. It also aims to propose a vision to overcome these challenges to ensure free education as a constitutional right for citizens, achieve social justice, and bridge the economic and cultural gap among citizens in all environments of Egyptian society. Therefore, the study investigates the legislative and legal origin of free education in Egypt, highlights the importance of its application to the society, and the main challenges to it. It prepared a theoretical framework including: 1) The general framework of the study. 2) The legislative and legal origin of free education in Egypt and the importance of its application to society. 3) The main challenges to free education in Egypt. 4) Propose a vision to overcome these challenges to activating free education in Egypt. Based on the theoretical and philosophical framework, the study concluded that: 1) The principle of free education in Egypt is one of the main pillars of democratic education, right guaranteed by the constitution to all citizens without discrimination or distinction, because everyone has the right to education, and which require them the need to stick to it, and not to alienate them and preserve them. 2) The interest of the State and society of the importance of maintaining free education for Egyptian people, despite challenges to provide properly on the ground, seen through the Egyptian laws and constitutions texts which emphasized free education. 3) Many deficiencies hindered the education system in Egypt for achieving free education as intended, including high educational fees, multiple educational systems, private tuition, high classroom density, high rates of drop out in basic education, varying proportions of enrollment in governmental schools, and family burden of many unforeseen expenses. 4) Many economic, social, and educational challenges hindered free education in Egypt. Therefore, more efforts shall be exerted to transform the articles of the Egyptian constitution- 2014 into policies, legislation, and plans to promote, maintain, and provide free education for all Egyptian citizens. Accordingly, the study presented proposed vision to confront the challenges that hinder the free activation in Egypt. (Published abstract)
