The study aimed to identify the degree of practicing administrative transparency as a governing value at Shaqra University from the point of view of its employees, and proposals for improvement, as the descriptive approach was used to achieve the goals, and to develop a questionnaire consisting of (48) items distributed into (6) fields, applied to a random sample of There are (386) academic and administrative employees at Shaqra University. The study found that the degree of practicing administrative transparency as a governing value at Shaqra University came with a moderate degree, There are no statistically significant differences attributed to the study variables (gender, job type) on the tool as a whole, with the exception of the years of service variable that came in favor of 10 years or more, One of the most important proposals to improve the degree of practicing administrative transparency as a governing value at Shaqra University is to publish laws, regulations and regulations on the university’s website, and to hold sessions and meetings to explain the standards and procedures for evaluating performance to employees. Among the most important recommendations of the study, setting an action plan to ensure the spread of the culture of administrative transparency, its actual practice, and its reflection as a value governing the starting points of work in all areas, Holding training courses and introductory meetings to explain the standards and procedures for evaluating the performance of employees for the heads of administrators, academics and subordinates.
