University education is one of the most important determinants of development in all countries of the world, and a complex of hopes for all ways of development and growth in its various dimensions. The competitiveness of university education occupies an important place in the list of priorities put forward by those interested in university issues, and now represents an international trend through which governments evaluate their policies towards owning distinguished universities capable of global competition. In this context, achieving the competitive advantage of university education is no longer an option or a luxury in light of local and global competition, which led all institutions to adopt strategic planning as one of the determinants of achieving competitive advantage. It is considered a guide to success for many universities to achieve global leadership and achieve competitive advantage. Over time - in the context of realizing the importance of strategic planning - the models have diversified and focused most of their attention on improving the methodology for applying the strategic planning process in order to improve its practices in a more efficient and effective manner. Hence, the study aimed to answer a main question: How can a proposed model for strategic planning be built in order to achieve the competitive advantage of university education. The study used the descriptive analytical Methodology in order to analyze the most prominent global models of strategic planning, make a systematic comparison between them, identify the competitive advantage of university education, its most prominent indicators and requirements for achieving it, Defining the competitive rank of Egyptian universities in light of the most distinguished World University rankings, as well as clarifying the role of strategic planning in achieving competitive advantage; As a basis for building a proposed model for the strategic planning process cycle in order to achieve the competitive advantage of university education. The study presented a proposed vision for the most prominent requirements and procedures to achieve the competitive advantage of Egyptian university education, to be a guiding framework and the starting point for the strategic planning process. The study also built a proposed model for the strategic planning process; To serve as a step-by-step work guide, procedurally explaining the stages and steps of applying the strategic planning process in order to achieve the competitive advantage of university education institutions, in light of the study and analysis of the most prominent global models. The proposed model is called the “Strategic Planning Cycle and Competitive Advantage”. (Author’s abstract)
