This study aimed at suggesting leadership procedures measures to activate the partnership between private high schools in Jordan and the local community based on the goal-based strategic planning model. The study followed the survey and developmental approach. The study population is composed of all educational leaders in private secondary schools in Jordan for the academic year (2019/2020) with (350) number male and female leaders, a two-part questionnaire was built; The first is to measure the status quo of activating the partnership between private secondary schools in Jordan and the local community based on the goal-based strategic planning model, and the second is the importance of activating the partnership between private secondary schools in Jordan and the local community based on the goal-based strategic planning model. Then the questionnaire distributed to the study sample 189 educational leaders in Jordan randomly from all regions of Jordan (North, Center, and South), including 128 female and 61male leaders. The study reached the following results: 1) The status quo of activating the partnership between private secondary schools in Jordan and the local community based on the goal-based strategic planning model came with a moderate degree for the fields as a whole from the viewpoint of educational leaders. 2) The importance of activating the partnership between private secondary schools in Jordan and the local community based on the goal-based strategic planning model came in a high degree for the fields as a whole from the viewpoint of educational leaders. 3) There are significant differences at (p=0.5) significance between the average status quo and the importance of activating the partnership between private secondary schools in Jordan and the local community based on the strategic planning model based on the goals came with a medium degree for the fields as a whole from the viewpoint of educational leaders. And that the proposed measures to activate the partnership between private secondary schools in Jordan and the local community, based on the goal-based strategic planning model, have shown steps to uncover the appropriateness of the proposed procedures as appropriate. Based on the results of the study; Recommended a set of recommendations, the most important were: Adopting leadership measures to activate the partnership between private secondary schools in Jordan and the local community based on the strategic planning model based on the goals.
