The results of the justification for the diversification of sources and its subordinate paragraphs have come within (high) level and (positive) direction. While the results of the mechanisms of diversifying the sources came within (medium) level and (negative) direction. There is also no correlation between justifications, mechanisms, and dimensions related to them. The recommendations of this study are as following: 1) The need to adopt the concept of productive university, through the development of a strategy of self-funding based on the scientific and research products provided by the universities. 2) Reconsidering the mechanisms of spending the budgets allocated to higher education institutions in order to improve them and create better alternatives that work to rationalize spending and update its mechanisms simultaneously.
