Due to the excessive demand for a continuous evaluation process on which the improvement of the quality of public elementary school now depends, it has become essential to conduct institutional evaluations of primary schools. In response to this context, this doctoral thesis deals with the evaluation of the Moroccan public elementary school, with a reference framework of quality. In this sense, a device of institutional evaluation, based mainly on the elaboration of a reference system of quality is produced. This approach has allowed the researcher to conduct evaluations in two Moroccan public elementary schools, located at the Regional Academy of Education and Training of Rabat - Salé – Kénitra (AREF). To carry out this research, the researcher has developed a conceptual and theoretical framework organized in three sections. First, the institutional evaluation paradigm provided a theoretical and empirical reference for designing and conducting this evaluation process. Then, a second section exposed approaches to evaluate the global quality of the school; and this through the evaluation of the singular and transversal qualities of elementary school. The last section focused on the referencing method in order to produce a quality referential, a major tool for carrying out the evaluation process. In addition, the researcher used a methodological approach based on action research to carry out the two phases of the empirical work. Thus, the first empirical investigation gave rise to an external institutional evaluation model, with its EVAQUOLEPRIMAR quality reference framework. As for the second survey, reserved for the verification of the evaluation device constructed, it proved the validity of this device in evaluating the quality of public elementary schools. The results led to a reflection that resulted in proposed action plans to improve the quality of the two evaluated institutions. (Author’s abstract)
